1. Naw. Zaphod had moments of humanity...
Well, he wasn't human, so not "humanity" but you know what I mean.

4. Nah, Zaphod had redeeming qualities.
Bush is more like the captain of the Golgafrincham ship that stayed in the bathtub for 3 years

6. No!
The bush is more like a Vogan, but his poetry isn't as good. Huh. Nor is he as bright.

7. Being two-faced isn't really the same as being two-headed

though it does get Shrub marginally closer to having a full brain

10. I always thought he was like Feyd-Rautha Harkonnen.
Everyone else around him wielding the real power, and himself not good for anything but killing people.

11. dune works quite well for this admin.
nah, he's not feyd-rautha tho. more like the emperor? (the emperor shaddam the fourth was notoriously uninformed about the imperium, had count fenring to control things...sounds like bush.)

then lemme see...vladimir harkonnen is rove? leto atreides is wellstone?

sounds about right for most of it.

13. House Harkonnen = House Bush.
It even has the desert aspect, which suggests the war in Iraq and bush's ties to Saudi Arabia.
