I have a question for you US Civil War buffs (re: the 1864 election)

I am both a poltiical history and a Civil War buff, yet I don't know where I would go to find the answer to this question.

It is somewhat related to the Iraqi "elections". During the 1864 US election, were there any locations in the border states like Missouri, Kentucky or West Virginia were there was no balloting? Were there any places in the US that were not secure enough to hold elections? Or were there any towns in the border states under Confederate control where there was no election?

The reason I ask, of course, is because it seems like there will be no balloting in Fallujah or Ramadi (unless I have heard wrong). I was just wondering if there is precedence for this in the US.

Lincoln declared martial law in Kentucky to insure he carried the state.

2. There was no balloting in Missouri outside the areas controlled by

the Federal army, if I remember correctly.
