Life or death question: Why are bill changers so dang perfectionistic ?

Serious question here. Why do some bill change machines get so damn perfectionistic and want a PERFECT George Washington $1 and some take any old sloppy thing ? This inquiring mind has wanted to know this for years ! Does anyone know ?

On edit: The question is about machines, not humans, my bad.

1. I don't get it either...
I know when I was in Greece, the money exchange guy yelled at me because I gave him an old $20 bill. They get so uptight.

2. No, it's about humans.
Humans set the tolerances on machines, and humans determine that the possibility of their getting a counterfeit $1 bill outweighs the line of frustrated customers who want fast service.

3. what are the tolerances ?
The color ? The smoothness ? The design ? What is it ? I cannot for the life of me figure out why some ones work and some don't.
