I think you could very easily tell the temp agency that you got a better offer, or a permanent job. Maybe with the better offer, they will match it for you.
I have to take care of myself first, I just don't want to feel like I am reneging. But it could be an issue, especially if the Health Sciences job comes through.
The temp agency that my company uses will even help temps get a different temp assignment if they are unhappy with their current one. Is this a specialized job requiring specific skills or is it something that mny adults could do? If it is the latter, they shouldn't be upset at all as long as you tell them as soon as possible and don't just not show up one day.
If it is a somewhat popular temp agency, they'll have someone to replace you right away. Just tell them as soon as you get the other job. They'll only be upset if you are a no show, no call.
6. Be honest and give them as much notice as possible.
Maybe have the temp agency keep a ready list of alternates.
Unless you're a contract employee, 'at will' is at the descretion of either party. They can dump you if they get a better employee, and you can dump them if you get a better employer.
