When should I use the word "too"???
For example, in this sentance and I supposed to use the word "too" anywhere?: "Progressives still have work to do to ensure that Bryan Freeborn will be appointed to the Asheville City Council."

It's simple "too" means "also" or "excessively". If you can't make the substitution, you can't use "too". Edited as primate reminded me the other part.

too means "also" or is used to to indicate an extreme (as in too much, or too thin or too expensive)
