Did Carlos Mencia actually steal material from George Lopez?

I've heard accusations that he did (and has gone beyond just this in his "material thievery") around the internet, and I was wondering if anyone could confirm or deny this.

1. According to Joe Rogan, yes

Rogan rips HARD into Carlos on his website. Also heard him yell about Carlos on the "Opie and Anthony" radio show. He claims that the other comics call him Carlos "Men-steal-ya", because he steals from everyone.
