A proposal for the draft...

Got this one on another message board.

PROPOSED AMENDMENT TO U S CONSTITUTION

To amend Article One, Section Eight, Clause Eleven which states that
Congress has the sole power:


Clause 11:

To declare War, grant Letters of Marque and Reprisal, and make
Rules concerning Captures on Land and Water

To include;

Except in cases of the hostile invasion of the North American
continent the power to declare war shall be reserved to a referendum
of citizens eligible for military combat service, excepting those in
military service at the time of the referendum.

Implementation:

A yes vote will constitute the enlistment of the voter for the
duration of the hostilities. Those not voting but eligible to vote
will form a pool to be drafted if necessary to the successful
conclusion of the war. Those voting no on the war referendum will form
a reserve pool to be called from when the primary draft pool is
exhausted.

it would get things moving along much more quickly...as opposed to stagnation.
