Traditionally, they were bred to dispatch (ahem, a euphemism for destroy) the fox after it went into the ground.

JRT's can be nasty suckers when put into a hole with a live creature. But then so can rat terriers, dachsunds and a slew of other small terriers who were bred to kill varmints.
