Chocolate Ex-Lax should be banned
Yes, I know it's a legal product that has legitimate applications.

But give me a break here, folks. This has got to be the most abused laxative in the history of modern man.

Abused, as in "fed to unsuspecting people as some kind of vicious practical joke."

Add to that the likelihood that a child will think it's candy, eat the whole package and shit himself to death...it's immediately clear that this product's legitimate uses are far overshadowed by the likelihood that the purchaser is buying the stuff to give one of his enemies a grade-A case of the Hershey Squirts.

Ban this shit. It is up to no good.

2. i think caffiene strips should be banned
it's just too easy for a kid to od on those. But rather than actually banning either i think we should just label them clearly so the dangers are known and trust that people aren't evil.

I can see the label on the Ex-Lax:

Warning: If you make chocolate chip cookies out of this product, the poor bastard you give them to will probably beat your ass if he ever gets out of the bathroom. And you'll deserve it, too.

Chocolate Ex-Lax invites abuse by its very existence. They should come clean and put recipes on the back of the package. Come on. They KNOW what people use this for.

5. large doses of ex-lax aren't just an annoying prank
they can make people very sick, and may be fatal in small children. I think if it were more clear that this can be poisonous, the use of it in "pranks" would go away. Sure if someone wants to murder a child, tricking them into eating large doses of ex lax might do the trick, but most people don't want to cause that kind of lasting harm.

This product is going to kill someone eventually.

It's like Wine Blocks and Malt Extract. A Wine Block was a cube of dried grapes that was about the size of a standard brick. Malt Extract you can still get...it's a syrup made from barley malt that's flavored with hops. They introduced both of these products during Prohibition. You were supposed to make malt cookies out of the malt extract and refreshing grape drinks out of the Wine Blocks. The manufacturers of said products knew what those things were REALLY used for, though; it even pointed out the legal hazards on the side of the Wine Block package. "Warning: If you put this Wine Block in a crockery container, add a gallon of water, a package of yeast and two cups of sugar and let it stand undisturbed for a week, you will be in violation of the Volstead Act."

You cannot tell me they don't know people make cookies out of this shit.

3. True story - I ate a bar of it when I was very young
I'm sure all the while I was thinking, "What the heck happened to this chocolate that made it taste so bad?!" I don't think there were any long-lasting effects...

7. Is there any kind of practical joke that ISN'T vicious?
Even relatively harmless ones strike me as rather cruel and sophomoric in intent, and I tend to think that people who find them amusing are fuckwits (but then I can't understand the mindset of someone who thinks 'you know, it would be REALLY FUNNY to fuck with this person just for the hell of it so I can see his reaction').

8. Short-Sheeting Beds - Funny, but Not Vicious
When I was a kid, my aunt was appalled to learn that my brother and I didn't know about short-sheeting beds and immediately taught us how to do it. Got all the beds fixed before everyone turned in; much hilarity ensued.

I don't know if putting a piece of tape on cat is a practical joke and/or vicious, but it is funny (and I have a cat who seems to enjoy it - she's always sticking tape on herself).
