2. It'll be cheaper if you stay in the suburbs and use Metro to get around
Rockville, MD has a number of hotels on the main drag, which has numerous eateries and a number of Red Line Metro stops. I had friends staying here a few years ago who got day-long tickets on a "mall" bus line that would drop them off and pick them up at several stops; so they could visit whatever they wanted for as long as they wanted and get back on the bus to ride to the next mall attraction. They could also ride the bus along the entire mall and get an informative overview of the sites.

4. The Doubletree is right by the Metro.
Its a good 100 yards away. Don't do the Ramada.

3. Bethesda for restaturants
Lots of places to choose from.
Adams Morgan area is also a good option.

The suggestion for the tour bus is very good. Worthwhile if your doing the all day tourist thing.
