1. Definitely not North Korean

This would be a South Korean video. The vocabulary and pronunciation is South Korean, and the incidents referred to (the gold medal, the two girls getting run over by the armored car) happened in South Korea.

Can't remember the name of the band that did this song, I think they're called No Brain.
