I just realized why I'm not a freeper!
I believe in evolution, so I'm free to use the entirety of the modern human brain; or at least, as much of the entirety as evolution has taught us how to use.

Since freeps don't believe in evolution, they're stuck using the brain of the pre-homonids from, like, 6 million years ago (5200 years in freeper time).

This also explains why they're able to use technology (or "tools") (at least somewhat), but can't invent it.

Also explains why they're so territorial and tribal about waste disposal areas.
