In other words, about a dozen.

But they'd have to admit that it's broken, which can take many years, with no end in sight.

Clenis is bad!!! He had the lightbulb in his hands and he knew the lightbulb was about to flicker away but instead he opted to not give the go-ahead to change the lightbulb.

14. How many Republicans does it take to change a light bulb?
Seventeen. One talks in Congress for 5 hours about how the lack of family
values in this country symbolizes the burning out of a light bulb. Two more
rant and rave about how it was the Democrat's fault that the light bulb
burned out in the first place. Three more talk in hushed whispers about how
this whole light bulb thing could escalate into something soon. Two more
are about to change the light bulb, but decide instead to attend a
fund-raising dinner. And the rest spend the remainder of the week forming a
Congressional Light-Bulb Fixing Task Force.

Nobody, of course, ever gets around to changing the light bulb...

First they have to get Limbaugh to tell them it needs changing. Then they have to get a poor person's son or daughter to actually do the changing for them. After it's changed, they have to stuff a cuke in their flight suit (a fake one because they are chickenhawks) and get their picture taken under a banner that reads "Lightbulb Accomplished."
