I mean this loser is stalking this girl but not one person ever calls the fucking cops, even after he breaks into the house and kills the dog? Oh for god's sake, I couldn't take anymore. It had gotten more and more ridiculous. Now I know a lot of stalkers are very clever (and hence are extremely dangerous) and manage to skirt the law so that the cops can't actually do anything but he broke into their house; they knew who did it. How about putting out an APB or something? They knew he was going to where the girl was hiding. Anyway, the author just lost me at that point.

Oh, it was called "The Wring Man" and was by Jeffery Katzenbach. Remind me to avoid his books in the future.
