Had this been a real emergency, you would have been given a series of ambiguous and conflicting instructions, designed to cause the greatest amount of confusion possible, while allowing your betters to quietly slip out of the city unnoticed. This is only a test. Or perhaps a coded signal for the elite. How would you know either way? Mwahahahaha!

7. My daughter was terrified

of the 'this is a test of the emergency broadcast system' when she was a preschooler. I cant really think of any other thing she was frightened of when she was that age, but that announcement and long bleeeeeeeeeeeeeeeep afterwards would send her screaming from the room.

8. Sounds like a very bright girl.

She picked up on the real reason for these "tests:" to remind us that there are enemies "out there" who may attack at any time, or life-destroying disasters ready to strike without warning. So we should always be afraid, always on alert. Only the government can protect us, so we must do exactly what they say.

Many other countries have similar civil defense systems, but they never feel the need to run these public "tests."
