Steroids: This year's red herring

Last year it was Sex Slaves. Anybody remember what it was the year before, maybe it was Sharks or something?

In every SOTU, Dumbass seems to throw something out only for the purpose of saying it's bad, and we should vaguely do something to stop it (but we won't).
