Apparently the little girl was in the FRONT SEAT not strapped in. Mom had a car seat for the baby, but not for the toddler. She fell out and almost got ran over by another vehicle.
They just sited the mother for not having her child strapped in and driving under suspension. You know if they took those kids away from her for a while, she might actually wake up and stop being such an idiot. But knowing how dumb people are in this state, probably not.
