What is Windows Kernel Core Component? And should I be allowing it to access the network?

1. Probably a critical part of the operating system.
I suspect that you have just installed or upgraded your O/S, and it is now contacting Microsoft for registration purposes...

The kernel is the supervisory program in the operating system. Components of the kernel are at the very heart of how your computer works and functions.

2. no problem
Blocking it should cause now harm; it's probably Windows trying to contact a DCHP server.

However it can be infected (it = krnl386.exe) by a trojan; check for Viruses to be sure.

3. It's someone in California who is trying to access my computer.
This firewall thing has a backtracer.
