The Pet Ordinance Amendment is in to the city clerk.
I heard her name for the first time today: her AUNT is the Humane Society CHAIRPERSON! You want to talk about SYMPATICO? She's going to help expedite this through the city attorney so I can start getting it signed at the fundraiser next Wednesday night.

Talk about LUCK.

4. text of the petition
A PETITION TO AMEND THE CITY ORDINANCES REGARDING PET OWNERSHIP
The following clause(s) shall be amended to read:

Sec. 5-28 No person shall own any dog which by loud or frequent or habitual barking, yelping or howling, outside of city noise restriction hours, shall unreasonably annoy or disturb the quiet, comfort or repose of persons in nearby residence.

Sec. 5-4 The number of adult dogs on any premises shall not exceed four (4) with the exception of any "foster" canines, not to exceed two (2) such canines.

The only constraints on such canines shall be:
Provision of suitable clean and pest free housing per ordinance Provision of proper veterinary care, licensing and vaccination Due diligence to conform with existing noise ordinances
Due diligence to prevent any waste accumulation, and proper approved disposal per ordinance
The number of adult cats on any premises shall not exceed four (4) with the exception of any "foster" felines, not to exceed the capacity of the premises for proper and healthy housing for such felines.

The only constraints on such felines shall be
Provision of suitable clean and pest free housing per ordinance Provision of proper veterinary care, and vaccination
Due diligence to conform with existing noise ordinances
Due diligence to prevent any waste accumulation, and proper approved disposal per ordinance
These ordinances shall not apply to any litters of puppies or kittens that are to be sold or given away until such time as said puppies or kittens reach adulthood.

These ordinances shall not apply to any litters of puppies or kittens of purebred line for sale or other disposition not to exceed 1 litter per calendar year (January 1 to December 31).
Any nuisance complaints shall be confirmed by more than one complaint from more than one source or by canvass of the area by appropriate officials to prevent unwarranted or nuisance complaints.

A foster animal shall be defined a rescue canine or feline not permanently housed at the residence outside of city control.
Any animal designated a "companion" or "assistance" animal shall be exempt from any type restrictions.

5. wish I could apply this to the knuckle-dragger next door to me
he has no pets, just a big annoying mouth and 4 kids that he yells at 90% of the time when he's home...

8. The (you should excuse the term) BITCH next door used two sections to screw us...
Number of dogs, and noise.

In Owosso, you can shoot off FIRECRACKERS year round from 7 am to 10 pm but if your DOG barks, ANYTIME, they can fuck you.

This wasn't about the dogs anyway. Just a nasty old bitch with nothing better to do than call the cops on neighbors and watch the fun.

6. I'm assuming registered shelters/humane orgs are exempt
from 5-4 (the number)?

I like the foster canine allowance. That's good.

7. Of course.
This is under a personal residences section.

I gave it as much wiggle room as I could, and the clerk helped to get a little more. Nice lady.
