So my neighbor has metal band practice in their apartment at night.

First off, they suck. Badly. Really badly. Secondly, they've set up their practice room right across from our bedroom. Thirdly, they seem to think 8pm to midnight is practice time. Interfering with my sleep makes me want to kill you, and practicing band loudly in a residential area at night makes you an ass.

I hate the building next door.

1. They're probably violating the noise ordinance.

You could go adult on them and complain.

I know, it's better when people just figure this stuff out on their own but sometimes it doesn't work that way.

One of my neighbors has been learning to play what sounds like a tuba the whole time I've lived here. It's finally progressed to the point where I can recognize songs like "Twinkle, Twinkle, Little Star." x(
