Will my friend be harassed by Homeland Security?

I have an friend named Joel who decided to move to Norway; he didn't bother filling out the paperwork & has been living there for the past 4 years on an expired visa. He's been working illegally & getting paid under the table.

Joel, who was born & raised in the United States and is a full citizen, now wants to come back home. However, Joel has heard that there is some new law that is going to flag Americans who are coming back to the states. He wants to know if he should worry.

I told him that, at worse, the peeps at customs might question him...but if he's done nothing wrong he shouldn't have a problem. After all, he broke Norwegian immigration law not American rules.

Does anyone know what law Joel is talking about? Is there really a law that says you could be jailed or harassed for leaving the country for an extended period of time without a good reason? Has anyone been harassed by customs for being gone to long? What should he expect?

Is Joel being paranoid or should be pack suntan lotion for an extended stay at Guantanamo Bay?

did he pay any here? i doubt it since you state he was working 'under the table' there, but what about US laws concerning his lack of paying here?

don't know if this is important, but may be something he deals with once back in, and perhaps not the worst one.

btw, i am not a tax expert etc. The tax situation just popped in my mind.
