if hegemony means "preponderant influence or authority of one individual or social group over another" (I culled that from Google), then that sounds to me like the situation described by the phrase "tyranny of the majority."

A hegemon is basically just a culture that maintains its dominance. The public can be dominant and maintain said dominance.
