teenage boys behind the wheel paying more attention to their cell phones than the road.

1. I really think we need stricter enforcement of things that put people's lives at risk like that.

That whole 'your right to swing your fist ends where someone's nose begins' idea. Their right to be a moron ends when they're behind the wheel of a several thousand pound killing machine.
