8. That's because Goofy was an anthropomorphic dog...
...while Pluto was only a dog-dog. Goofy could talk because he was a special breed of dog that had human characteristics like all the other walking, talking human-like Disney characters. Pluto, on the other hand, was just a dog - probably a mutt, and as lovable as every other dog in the world.

So why was Goofy special? I'm guessing it has something to do with gene-splicing and evil genetics.

Just a guess, though.
