8. Go to the "Latest" page and

on the right side of the screen it says "Some forum features are currently unavailable (Level 1)"

It is located right above the latest videos on the right side of your screen.

9. DU traffic overload that requires some features be turned off...

...like sig lines, etc. Happens when the servers get overloaded and the internet tubes become clogged. Commonly referred to as Defcon One, Defcon Two, etc. At Defcon Five the entire internet melts down and civilization as we know it collapses.
