31. I've been told that sometimes with a train of a certain size, it just can't fit in.
And it might even be uncomfortable with a regular sized train. :shrug:

You win. I can't think of anything other than maybe the owner of the tunnel didn't know about the proper supplies necessary to make sure any train is able to move efficiently and effectively into any tunnel.
