How much should I charge for this web site design?

I am new to freelance Web design and I have been asked to do a job for a friend's institution, but I don't know how much to charge for the work. Here is an example of what would be the web site home page:

http://www.treasurycu.org/temp

The site is moderate in number of pages and required coding (mostly css, some java, some flash). Can anyone give me an idea of a fair price to charge? Thanks.

2. Hehe, yeah you're right

I'll need to fix that. This is only a temporary mock up (few working links, etc.), but an example of the what the finished home page would look like.
