It is possible to become an eagle scout in 17 months now, not likely, but possible.

1 month for tenderfoot personal fitness requirement
4 months after First Class for Star
6 months after Star for Life
6 months after Life for Eagle.

Total Minimum is 17 months.

You can work on all requirements up to First Class simultaneously now too. Only the Scoutmaster Conferences and Boards of Reviews for each rank (Tenderfoot, Second Class, First Class) must be completed in order.

With most new scouts coming from the Cub Scout Webelo Program, they are joining scouting units in the late winter of the 5th grade now, I had one scout that joined in Mid-February just celebrate his 11th birthday. He has been in the program now 8 months, and is Second Class.
