Jill Sobule, IIRC.

Perhaps I should do a loser, no-talent, attention-seeking remake of "All Around the Watchtower" and pretend that I was first.

And, sadly, the earlier version is one of Sobule's worst songs. Too bad it's the one that got airplay.
