Only a person stoned out of their mind would put a cat in a bong. Plus, the perp's rational is a classic stoner move: "The individual said the cat was high strung, and he put it in the bong to calm it down."

I'm sorry, but this may be the funniest thing I've ever seen.

I was expecting some horror story about a kitten being killed by stuffing it into a more traditional water-pipe bong. This is unpleasant, but the cat's alive and looks likely to stay that way, since they're confiscating it from the owner.
