A family member is traveling cross country and wondering if he can call my cell phone collect if necessary. Verizon is the provider.

tollfreeforwarding.com (or other similar services).

These guys offer you a toll free US number that you can re-direct to another number for about $20/month with 250 included minutes.

Your relative can then call you on that toll free number and you effectively pay for it through that service (plus wireless airtime of course).
