Need help with uploading an avatar image.

I've got a cool looking picture of a distinguished looking Sea Turtle which I would like to use as an avatar at DU. However I am having problems figuring out how to get it to 48x48 pixels. I've got it stored on my HD as a jpeg and toyed around with it in MS Image and MS Paint (Win 98 versions) but can't seem to find a way to alter it to get it down to the required size. Is there any way of doing this without getting fancy imaging software like photoshop etc.

Thanks for any tips. Here's the pic if anyone is interested.
