In the future a synthetic brain substitute is created by the Japanese. This product, called True Brains, allows Zombies to come out of hiding and mainstream with humans since they can use their True Brains drink to feed them instead of human brains. Our Heroine is Cookie, who has a hard time fitting in since she is a telepath and can read other people's thoughts but finds appeals with the Zombies because they have no functioning brains. There is also a black market selling "B", the brains of zombies, which when ingested by humans turns them into teabagging idiots who believe that Glenn Beck and Rush Limbaugh speak the truth.
