Hotmail started blocking accounts today if you send email to 250 total receipients

Today, Hotmail starting blocking email accounts if you send email to 250 total receipients. For example, if you send 10 messages to a list of 25 people each, you won't be able to send anymore emails for another day. There was no warning of this change, and many people are really pissed.

4. I'm assuming that certain accounts are exempt from this spam filter

the ones that send spam from microsoft.com, for example.
