Has anyone ever tried to get something published?

The publisher wants about 20 pages worth of material, but says it should be "boxed, with cover."

Where does one get these boxes, Staples? Are they talking about a particular product?

As to the boxes - and to be serious for a moment - they mean it should come in a box that is just big enough to hold the pages. I'm surprised they want it for a mere 20 pages, but do what they want. You should be able to find them at an office supply store. They won't be called anything like "boxes for sending manuscripts" - it'll be just the normal boxes.

and offer a buck or something.
