If only dogs could use a litter box instinctively just like cats
that will compound there appeal a few orders of magnitude.

not very fond of cleaning up the occasional inevitable "accident", or of worrying about my expensive Persian rug (when I get one)

2. Dogs do instinctively use the litter box
They just think it's a pantry rather than a restroom...

5. That would be gross
My dog is 70lbs. I do NOT want the turd of a 70 lb animal in a box in my house. I'm very happy that my pet thinks it's not cool that to drop a load in the house.

Any animal that can hide it's crap in the house so you can go on a scavenger hunt or think "You were a douche for going on vacation, I'm gonna drop a load in the middle of your bed AND in your clean basket of laundry" is one that I am NOT gonna have as a pet, no thanks.

The breeder paper trained him so I just transferred it to a litter box and use puppy pads.

He will use it and then get out and look at me so I can change the puppy pad.

7. They could, but the dog authorities won't let them. Where would it
lead to? Currently folks feed them, water them, play with them and clean up their poop. All they have to do is wag a tail once in awhile; maybe give you a perfunctory lick on the cheek then sleep on your new couch when you're out. Why would they want it to change?
