He was quite the colorful figure in El Paso when I lived there. He was on the El Paso city council and the public access channel which provided coverage of the city council meetings was quite popular. Quite often JJ would offer to kick the ass of one of the other council members.

This kind of story reminds me of one of my favorite authors, Ivan Doig.
