To mark April Fools' Day, a New York public relations consultant asked more than 1,000 Americans to name names for a "Most Foolish American" survey.

For the first time in the random phone survey's five-year history, the No. 1 and No. 2 spots go to a brother and sister.

Here's the top 10: Michael Jackson, Janet Jackson, Martha Stewart, Britney Spears, Scott Peterson, Kobe Bryant, Rush Limbaugh, Paris Hilton, Rosie O'Donnell and President George W. Bush.
