I live in a not-great section of town.

It's 11:42PM and there are about half a dozen kids running round and screaming outside with absolutely no parental or adult supervision.

None.

the times i ran around screaming w.out adult supervision were far better than having the violent, creepy, grumpy, etc. adults involved in my life, a bunch of children out running around on a summer's evening is not necessarily dangerous to the children, so if it isn't bothering you i would just ignore them, most of the time you will NOT be reading about them later in the natalee holloway section of the news report...they'll be fine

however, if they're keeping you from sleep or you think they are dealing drugs or what have you, there's always the options to call the police and complain, one cop car driving by slowly usually scatters any screaming kids for an hour or more around here
