This will sound nerdy, but I need a how to write public policy book

Can anyone help me?

Basically, I'm managing this local campaign, and even though it's the first I've managed, I'd dare to say I've been good at every aspect of it (except budget, but that's what the treasurer is for), but I really need a good guideline for developing and writing public policy.

Apparently, my local library doesn't have anything like that, or at least none I've found in the searches I've done. Can anyone help?
