Web site touts bid for Delaware Sen. Biden

DOVER - Sen. Joseph R. Biden, D-Del., has not decided whether to run for president, but a Web site supporting his candidacy has appeared on the Internet.

Sen. Biden has no affiliation with Biden04.com, which encourages him to run and includes news articles about him. Sen. Biden has said he will not decide for several months whether to seek the Democratic nomination to run against President Bush.

Jack O'Toole, a South Carolina-based Democratic consultant, launched the site Tuesday. Mr. O'Toole said he does not know Sen. Biden and does not think he has ever met anyone on Sen. Biden's staff.

"Sen. Biden would be the Democrat who can provide the best challenge to George Bush next year," Mr. O'Toole said in a Thursday telephone interview.
