Frustrated by inaction in Congress on global warming, Midwest governors will convene in Milwaukee next week to craft a regionwide strategy to curb greenhouse gas emissions and boost renewable energy.

The Midwestern Governors Association Energy Summit will take place Wednesday and Thursday at the Pfister Hotel. The event is being led by Wisconsin Gov. Jim Doyle, a Democrat, and Minnesota Gov. Tim Pawlenty, a Republican.

Matt Canter, Doyle's spokesman, said he couldn't provide details about the plan that is expected to be unveiled at the summit. Negotiations are continuing, he said.

The summit agenda calls for the signing of a "Midwestern Energy Security and Climate Stewardship Platform." Doyle currently serves as chairman of the 12-state governors association.

1. I hope that the Canadian provices will be welcome as observers.
Ontario, Manitoba and maybe Saskachewan might want to see what's doing.

3. Please excuse me. I didn't mean to give that impression at all.
I am well aware that Canada is a sovereign nation and can tell the U.S. to take a hike. I with that the Canadian government did it more.

However, as I'm sure you know, there is a Great Lakes Compact among the states and provinces surrounding the Great Lakes. Ontario and Quebec are members, as are Minnesota, Wisconsin, Illinois, Indiana, Michigan, Ohio, Pennsylvania and New York. I'm not sure about Vermont.

These states and provinces work together to help keep the Lakes as healthy as possible, and will be instrumental in keeping the pipelines to dry areas out of the Lakes.

I see absolutely no reason why cooperation and consultation on global warming among these states and provinces should not happen. Most are in the same airshed, I think. The U.S. midwest group includes all the above-mentioned states except Pennsylvania and New York. I would argue that the western parts of both those states rightfully belong to the midwest and should be there, too.

Getting all the governments in the region to talk about global warming is a good thing to me, and I hope that invitations are extended across the U.S.-Canadian border both ways in the future.
