Should I support the Climate Stewardship Act?

It is, of course, a step forward (at least from what I've seen), but is it too little; something that will provide a false sense of security and stall forward movement? Please help me. Environmental Defense is crazy about it, but I want to make sure.

2. this bill, has no chance

and is distracting attention away from places
where there is some movement, statehouses.
.
I also think it is important that the 'rest of world'
begins to impliment the Kyoto treaty.
