The Evils of Minimum Parking Requirements

Parking requirements don't just impact new development, they also impact attempts to refurbish and reuse existing buildings consistent with their original use.

Some parking is necessary, but absurd minimum parking requirements destroy cities.

2. The latter.
I know of one convenience store around here on a small lot with 4 parking places. Two of those are handicapped slots.

That cuts down on their business significantly unless people are scofflaws.

There is absolutely no rhyme or reason covering parking minimums, certainly no place to use common sense, as in a lot with four spaces doesn't really need designated handicapped slots because all the spaces are close ones.

4. My guess is the "best" answer depends on how much biz traffic is available w/out cars.
If you've got a walkable neighborhood, and/or access via public transit, etc, maybe the minimum is very low (streetfront only?) or zero. If that much parking cannot support desired business, perhaps minimum needs to be larger.

Knowing what I know about the author's particular interests, he's thinking in terms of huge parking lots, setting actual stores far back from street or sidewalk, as being bad and to be avoided. In other words, the 'big box' commercial model.
