For about 10 years, there have been dozens and dozens of proposals to build large solar thermal projects out in the desert in California. Most of these projects are proposed by tiny firms, and many of them are proposed for BLM land or Native American land. To my knowledge, exactly one solar thermal plant has actually been approved and constructed in the state of California during this time period. Yes, the permitting process takes a long time, but it doesn't take 10 years.
My suspicion is that these companies are putting forth solar thermal plans not so that the facilities can actually get built, but so that the people running the companies can make investment money and live comfortably while these doomed projects are ostensibly going through the regulatory process.
Thoughts? Feelings? Suggestions?
