California Primed to Introduce Carbon Trading Scheme in December
What would the country look like if its energy policy reflected that of California's?


California state has released the final draft of its carbon emissions trading scheme to cut greenhouse gas emissions.

The scheme, which is expected to be adopted by the California Air Resources Board on December 16, 2010, is not a stringent as originally planned -- the result of the shaky and struggling economy. The plan's designers said the scheme will reduce the state's annual economic growth by about 0.1%.
