Sudan's talks reach 'stalemate'
Reminds me of the endless mindless maneuvering over
wht "autonomy" really means in Sri Lanka. Change a few names,
the bones of contention, and it sounds very similar.


Cairo - A spokesperson for the rebel Sudan People's Liberation Army
(SPLA) said on Saturday that peace talks with the Sudanese government
had reached "stalemate".

"The round of talks between the movement and the Sudanese
government reached stalemate because of the government's refusal to
accept, as a basis for discussion, the proposals and a framework
agreement presented by IGAD mediators on the principal issues,"
Yasser Arman said.

The peace talks are sponsored by the regional Inter-governmental
Authority on Development (IGAD), which groups Djibouti, Eritrea,
Ethiopia, Kenya, Sudan, Uganda and nominally Somalia.

The proposals concern "power and wealth sharing as well as security
arrangements", Arman said, speaking by phone before the closing
session of the sixth round of talks that opened July 6 in Kenya.
