Kremlin envoy for Chechnya accuses human rights groups of committing ‘moral terror’
July 22, 2003 Posted: 18:52 Moscow time (14:52 GMT)

MOSCOW - The Kremlin's envoy for human rights in Chechnya on Tuesday accused non-governmental rights groups of committing "moral terror" and said they should be investigated for ties to international terrorist groups.

The harsh statement by Abdul-Khakim Sultygov reflected Russia's high sensitivity to criticism of its nearly four-year war in Chechnya, which human rights groups say has been marked by atrocities by soldiers including the murder of civilians, rape and looting.

The Kremlin characterizes its campaign in Chechnya as an anti-terrorist operation; officials have consistently denounced criticism from local and international non- governmental organizations and the Kremlin has rejected international calls for negotiation with the rebels.

"Direct or indirect attempts to justify terrorist methods through certain political ideas should be declared illegal," the Interfax news agency quoted Sultygov as saying.

"Chechnya clearly demonstrates that terrorist activities go hand in hand with the psychological war, propaganda and moral terror conducted by human rights NGOs," he said.

"There is a need to investigate the sources financing these organizations, including those with international status, for their potential ties to the international terrorist network," he added.

1. Goebbels would be proud to see his legacy carried forward:

"moral terror conducted by human rights NGOs"

One can presume from this that the NGOs are being effective
enough to cause real annoyance. And this fellow is a moron or
a crook.
