This morning, White House Spokesman Robert Gibbs said Obama would sign the legislation even if the amendment, introduced by Sen. Tom Coburn, were included

SOmething like, "I will direct the Interior Department to refrain from enforcing this act subject to judicial review."

Then he can go ahead with the credit card reform like he promised.
