Bi-partisan bill introduced for National CCW reciprocity

"Last week House Representative Cliff Stearns (R-FL) introduced HR 822, a bill to provide for national reciprocity of concealed handgun licenses. The bill has bi-partisan support from co-sponsor Heath Shuler (D-NC)."

Please write your representatives in the House of Representatives and ask them to support this bill.

Remember this bill is in the House of Representatives, so you need to contact your Representatives, not Senators (at least not until this goes through the Senate, also).

2. As long as it doesn't impose federal standards or fees I'm for it.
The idea of federal standards and/or fees would be too much of a camels nose under the tent in my mind.

3. Looks pretty clean.
Notwithstanding any provision of the law of any State or political subdivision thereof, related to the carrying or transportation of firearms, a person who is not prohibited by Federal law from possessing, transporting, shipping, or receiving a firearm, and who is carrying a government-issued photographic identification document and a valid license or permit which is issued pursuant to the law of a State and which permits the person to carry a concealed firearm, may carry a concealed handgun (other than a machinegun or destructive device) that has been shipped or transported in interstate or foreign commerce, in any State, other than the State of residence of the person, that—
‘‘(1) has a statute that allows residents of the State to obtain licenses or permits to carry concealed firearms; or
‘‘(2) does not prohibit the carrying of concealed firearms by residents of the State for lawful purposes.
‘‘(b) A person carrying a concealed handgun under this section shall be permitted to carry a handgun subject to the same conditions or limitations that apply to residents of the State who have permits issued by the State or are otherwise lawfully allowed to do so by the State.
‘‘(c) In a State that allows the issuing authority for licenses or permits to carry concealed firearms to impose restrictions on the carrying of firearms by individual holders of such licenses or permits, a firearm shall be carried according to the same terms authorized by an unrestricted
license or permit issued to a resident of the State.
‘‘(d) Nothing in this section shall be construed to preempt any provision of State law with respect to the issuance of licenses or permits to carry concealed firearms.’’.

6. You're right. It is very straight forward and "clean". This, or course,
will drive the "may issue" states nuts.

4. This actually has a real chance to pass.
It came damn close last session, but couldn't quite overcome the 60 vote threshold in the Senate.

5. they still might not be able too
schumer was the architect of its defeat. There were rumors that a few dems who ended up voting for the amendment in the final tally first voted against it and when they realized it was going to fail with or without them they switched their vote.

8. Now THAT is a good question.
IIRC he is on record being apposed to concealed carry at all. Maybe if it was attached to a bill he wants like was done on the National Parks carry law was.

10. Furthermore it would make the system less confusing, and prevent gun owners
from accidentally breaking the law.

The reciprocity agreements change continually and when you consider there are 50 states with up to 50 reciprocity agreements with other states that is a near constant flux.

There is also no definitive legally binding single source to keep gun owners up to date. Now there are websites which try to keep up to date but if they are wrong and you get arrested there is little recourse.
